I agree the three arches are distinctive, but I can't figure out what's going on above it. This is the closest match I can find:
It was built in 1936, which is far too early for the photo - but it looks as if the whole upper section is open to the air, perhaps being rebuilt? Seems a bit odd after only c.30 years.

Just reading about it and there was a pause in the building during the war and then lack of materials and money meant it took time to get going again. This photo shows the west end open in '58/59 so possibly yours is part way through the build of the wall?

Good find! It could well be 1958-9. Just the sort of thing my parents would have gone to see.In the same box was this - but the style seems much more traditional to me, so maybe it was somewhere else:
