Miss/Ms/Mrs/They Sturgeon, gave us the impression that like Scottish universities, prescriptions and bus travel, everything in Scotland is wonderful and either free, or cheap.
Could she have been telling us 'porky pies'? Anything might be possible, because the police are now forensically searching her home.
With unlimited mileage, I suppose you could rent in England, then drive to Scotland, although I would not choose a Fiat 500.
Beware of renting an EV for such a trip. Our wonderful public charging network, only exists in the minds of some politicians.

In my last job I had to arrange rental cars. During lockdown a few (not sure if all) of the rental car companies got rid of/sold all their stock as they weren't hiring it out. Lockdown lifted, and there was/is still a shortage of cars. They are still playing catch-up, and maximising their income by charging what they can get.
Our supplier stopped hiring us cars as they could get five times what they charged us, from the public.

If drivers are that unaware they are getting caught speeding in average speed areas they deserve all they get.

Car rental costs have risen dramatically , not just in Scotland . Maybe to do with a lack of new cars due to Covid , hire companies no longer getting good deals as a result ? You tend to find the cars are much older with more miles than they used to be . I've just done Worcestershire to Fife in the Vantage and the trip was fine . The Vantage is quite firm so some of the roads were a challenge on the fillings . It is not quite a GT car .

As said August in Edinburgh is festival/fringe season so everything is in demand and expensive. I'd suggest quoting from an off-airport rental site if you aren't doing so already, or consider flying into Glasgow and again quoting from one of the off-airport rental places in Glasgow City Centre and driving through, you could even use it as an excuse to see some of the sights of the West
If you want a car then tough, like everything else involved in travel the prices have been jacked up to recover the losses over the Covid years. Hotels and flights are all up as well. The fact the hire fleets are short of cars doesn’t help either.
I’ve got a car booked for later in the year - £1800 for 15 days one way hire. That is from a central London outlet - the same car from Heathrow was about another £500!
