ETA (tourist visa) for Sri Lanka.

We're going to Sri Lanka in March.
Has anyone applied for an ETA online recently?
I get to the end of the form to make a payment, enter my Visa card details, click "submit" and it asks me to login to "Sampath Bank".
I've tried this at least 20 times now over two weeks, on different computers, different browsers, different IPs, with different payment cards but with no success.
I've emailed all relevant email contacts on the Sri Lankan immigration pages; none has responded. I called the High Commission in London, they were totally disinterested.
I *think* you can get a visa on arrival but I'd much rather have it all sorted before then.
Can anyone please help?
