Airline tickets - adding baggage as a family

Is it me being a thicko or do airlines have no way of adding bags only for one traveller?

Im only booking a long weekend and dont need 2 x 23kg bags tbh, but BA for example seem to only let me add baggage for all 3 of us.

Nope I can only select the Ticket with Baggage and apply it to both adults.
