There are a bunch of 'independent' agents, and I have used a few in the past. Usually they get good rates on airlines and hotels and resell them. In general you book with them and get a conformation number from the airline and a booking reference from the hotel and a voucher from a taxi company for your transfer. All worked fine for me so far, but keep track of your paperwork, as these organisations don't have such a thing as a rep.
