Can’t say for winter but Budapest right now (I am there) is very enjoyable.
Plenty to see, beer reasonably priced and lots of bars!
Can also recommend Barcelona or Rome.
Vienna May be a bit pricey - haven’t been for over 30 years but even then I can remember thinking how expensive it was.

Thanks for the ideas so far, I should have narrowed things down a little:
Cities we’ve not been, but which are under consideration:
Vienna, Tallinn, Helsinki, Budapest, Prague, Riga, Monaco, Warsaw, Lisbon, Ljubljana, Bern, Barcelona
Would also consider staying out of the main cities in the countryside and doing some walking etc.

Good point. Potential for December to clash with my wife’s choir concerts, but maybe earlier in the month could be ok.Also remember that northern and Eastern Europe can get a good deal colder than UK in December. Being from Scotland I know how to dress in winter (abiding by the old Connelly gag that there’s no such thing as bad weather just the wrong clothing) but visited Copenhagen (great destination) early one December and it was so cold I had to go and buy a big coat, as my Barber was hopelessly inadequate.
