I have only been much further south to Kerala. You can usually hire scooters to get round but you'll be risking life and limb in the process as Indian drivers all trust their fate to the lap of the gods and drive accordingly. I can best describe Indian traffic as being like a river - it flows in all sorts of directions and some erosion is inevitable. The main control seems to be the horn.
It's dirt cheap to get round by using the little tuk-tuks - about 50p - £1 per trip depending on your negotiating skills. If you find a good one, they will practically act as your personal taxi but won't go into the hills as they don't have the power to get up them so thetre, you'd need a taxi.
I understand that driving at night is best avoided for many reasons.
