we stayed here http://www.sovereign.com/hotel/9697 last year.
our little one was 20 months old.
It's a nice hotel, which is spread out over quite a large area so never felt crowded. We were all inclusive and the food was good. Drinks fine. It has a kids club which was good, but not particularly busy when we were there (october). Also has a toddler pool.
The location is not great as there's not much to see or do in the town. We got a taxi into los gigantes one day which was OK and about 25 Euro each way, I think.
Staff in the hotel were great and also great with the little one. If I were in the habit of going to places previously visited I'd go back.
eta - if you're going in half term then the kids club would probably be busier. We only used it for a couple of afternoons in the 2 weeks when having spa treatments.

the arona gran in los cristianos is quite nice, ive only been once but some of my family go every year
its located away from most of the touristy rubbish which dominates tenerife's seafront, we went half board and food was good for a buffet with plenty of choice. they even put on a champagne breakfast twice a week
it is quite popular with the older generation but seemed child friendly - had a kids pool, high chairs in the restaurant etc. I went in May and there was a few families with babys - the grannies there could not leave them alone
just watch out for the germans bagging sunbeds at 5.30am

Stayed here a couple of times with not one complaint.
No 3 is what you are after. The kids will love the place. Lagoon type pool with plenty of shallow spots, kids play area bit and a kids pool. Right on the beach front with plenty of places nearby for food, drink etc.
PLus, its in probably the best part of Las Americas.

Alternatively, try a villa. I've found it is so much less hassle to have a place to yourself and let the kids have much more space / flexibility. Shouldn't cost any more either.
In fact, I've just booked a week in a villa in Golf del Sur for November and we're taking our 3 yr old and 9 mth old - both of whom are becoming seasoned travellers after a month in Canada in May
Also, depending on your relationship with the grandparents, if they come too it becomes much more cost effective per head and you can get some free childcare built in for some quality 'adult' time. We've ended up taking all three grandparents, which is probably overkill, but we booked a villa with plenty of space and thick walls.

Castle Harbour Apartments are great value, 15 mins to the beach at Los Cristianos so not right on the front. The pool is very good for little ones & there are activites a couple of times a week for kids.

I've stayed there and they are basic but clean and cheap, but for some they are a fair bit out and right at the back of Los Cristianos.http://www.tripadvisor.co.uk/ShowUserReviews-g1874...
As you say great value though.
