Certain places do things like buy up land to use as a nature reserve where the tigers can live without being hunted etc.. so they should be able to thrive and breed.

Fair play to him though, and as said, the funding often is also used for research (ie a couple of guys in a Landcruiser/Patrol following the tigers around), which ensures a bit of security for the animals and gives us more info on how to preserve a good standard of living for the population.
