It's "normal" (ie not unusual) in some neutered males. We had a neutered ginger tom who continued this behaviour until the week before his death due to old age related illnesses.
His last new years eve was spent shagging "Blankie" in his basket whilst the whole family were there to watch.

Asked of who the father was, she said she cannot understand how that could be, as the only other dog she had was her brother.
