I know that Romania is the go-to place if you want to import a dog rather than adopt a homegrown one, but...

A friend of mine went to a cat cafe today and I was surprised to see that they have several cats from Dubai.

My feeling is the same as for the dogs - are there not enough cats and dogs in GB that need a home? Why import even more?

Fair point, but having helped out with many rescues here in Dubai and Oman, we welcome anywhere that will take the rescue kitties and indeed dogs.

Perhaps the culture in such countries is not to find owners/use rescue centres but just let them roam wild?

There are only a few rescue centres and they are overrun... some estimates put the stray cat population in Dubai at over 250,000. Most animals are rescued by kind hearted people, who try and do their best. A lot of the time a home overseas is the only option.
