Bees or wasps?

Can anyone tell me what lives in here or shall I poke it until something comes out?

Wasp.

I’d wager it’s the Asian Hornet or Eastern European hornet.

But call a bee man if the best is still live they can safety take away the bees and put them in a new hive where it is wanted.

Worst case is the bee or wasp (or hornet) population is lost.

I would says wasps.

And if you got that close without seeing or hearing them it's probably abandoned.
