Super fleas ???

As per header. I've got a Jrt cross, possibly Westie and she loves to hunt rats in our local park. Problem is that from September onward, she picks up fleas. None of the usual flea treatments kill the pests, and I've even taken to using a vet prescribed spot on + daily flea zapper treatment + a heavy-duty flea spray in the car and on the furniture/her bed etc. I'd suspect fleas are coming from the rats in the bushes. So are fleas becoming resistant to the stuff designed to kill off rats. i.e. super fleas and as such becoming resistant to flee treatment?
Most products that you got without a prescription are pretty useless. Any product from the vet will work. Fleas are fairly species specific (dogs and cats however get the same fleas). It's not that the fleas are "super fleas", just that a lot of people use rubbish products.
To get a flea infestation under control usually takes 3-6 months, once you start doing everything properly.
ie using a POM flea product as per the instructions. Treating the house with Indorex, Acclaim or RIP fleas (toxic to fish, reptiles, birds etc), and vacuuming every other day at least, and emptying it straight into the bin outside. 95% of the fleas are in the house, 5% on the animals... Much easier to stop you from getting an infestation than it is to get rid of one.
