rescue terrier trembling legs

Our 80 year old next door neighbour has acquired a circa 9 year old ickle terrier rescue dog which we take out for walks, which she loves.
She's pretty quiet,but has a few traits that suggest she hasn't had an easy previous life.
1. Very difficult to get her to look directly at you- always wants to avert her eyes.
2. Whole body trembles, particularly back legs when asked to 'sit', which she does ok.
3. After 4 months, still does not respond to her name.
4.Still will not respond to 'Heel' command.
Its a shame, always pleased to see us,wags tail etc., loves walking, just seems hard to get any general interaction with her, owner reports the same. I have to say, we are not experienced doggy people, although her new owner is, both of us are perplexed about this dog.

2/ That's what terriers do when excited. Bundles of nervous energy. Just wait till they spot something small and furry.
4/ It might never have been trained to heel. Easily excited and distracted (refer to point 2). Also depends who dog thinks is the top dog in the relationship (walker or dog).
