Any idea what this is?

My 5 month old puppy has found some of this stuff in the garden amongst the decorative stones. It is gooey in nature but is kind of white and grainy.
Am wondering if it is dangerous as she seems to be desperate to get at it and eat it - I had to recover some of it from her mouth.

Sounds like it could be this - i know someone round here keeps pigeons and my dog was desperate to eat it.

I was worried it might have been a fungus of some sort.

It doesn't smell too bad (a bit like play-doh (it isn't)) but it seems a bit squishy and grainy but it tastes ok (joke!)
