Advice Needed - Dog Cruelty Threat

Short version:
psycho step daughter threatens dog, denies it & claims she is fear of physical violence from me as a result.

mummy & daddy take her side.

partner of 7 years is now ex-partner.

asking for options re Police, RSPCA, solicitors letter etc so she never does it again.
