What is wrong with my cat?

One of my indoor cats has developed a skin problem. It started out as a small sore between her eye and her ear which she was scratching until it bled.

I've taken her to the vets on various occssions and they have said the following things:

She does not have fleas. It could be ear mites so she was given Canural drops and steroid tablets. Her ears are now spotless. I kept a cone on her so she couldn't scratch it and it healed.

I've tried letting it completely heal and as soon as I remove the cone she tears her skin open again.

Second vet visit lead to the finger being pointed at a fungal infection so she was perscribed Masaleb shampoo. This has made her skin red raw and the whole area between her eye is now covered in scabs and feels rough and almost waxy.

Obviously this isn't working and the itching is driving her mad. She has had the cone of shame on for about 2 months now.

Any ideas? I tried to take pictures but it doesn't photograph well.

Could it be stress related rather than a physical cause?
One of ours scratched her head between her forehead and ears until it bled when she was being tormented by our other cat

Its possible. Occasionally I can hear her making noises at her brother. I guess that he is play fighting and she hates it. She also really hates it when he tries to sniff her behind.

They seem to get on well most of the time. I suppose I could separate them while I'm at work during the day and see if that helps.
