Before I call the insurance company can anyone translate what they mean?

We can confirm receipt of the latest correspondence submitted into our office, the contents of which have been duly noted.

We can advise that a thorough review of liability has been under taken and we can offer you the following advices. Further to the information provided, we note that a diagnosis has yet to be made. In view of this, until a diagnosis has been reached we can at present only accept the current fees submitted for your claim. Any further fees submitted for this claim will be individually assessed for liability on each occasion or until a diagnosis has been reached.

We hope we have sufficiently explained the reasoning behind our decision, but if you require further clarification, please do not hesitate to contact us on the number below.
Are they paying or not?

Yours,

Confused

I think they mean they will pay whatever claims have been submitted to them to date.

Because they don't know what the problem is, they will re-assess future claims individually until they do.
When they know what the problem is, they will advise if ongoing claims are covered under the policy terms and conditions.

Our English isn’t good, but this is what we’re doing.

No one yet knows what the problem is.

Becuase we don’t know what the problem is, we’ll pay out for what you’ve currently claimed, but...

... we can’t say if we’ll keep paying, as future claims or a diagnosis may not be covered under our Ts and Cs.
