What's the procedure to follow when a neighbours dog is left outside, howling, barking and whimpering throughout the winter?

Obviously the first port of call is to approach them and try to discuss it with them, but seen as though these neighbours are not the keenest to take instructions from others and have repeatedly ignored everyone (high end sports cars parked all along the street on double yellows at 2am, shouting and jeering at similar times, cars left idling for half an hour at the time), that option is out of the window!

Obviously the task is to go to the RSPCA, but do they have any powers? I can't bear the thought that these guys will get approached by a bunch of gap year kids in their tabards with absolutely no authority to actually do anything!

Is there any concrete legal action that can be taken? The dog is left on a chain throughout the entire winter/year, sleeping on stone paving slabs, howls and whines and is in considerable distress frequently.

Ask them can you have their dog.....

I'd suggest the rspca, definately.

Either bolt cutters & rescue the dog, or RSPCA

Yes you should inform the RSPCA, however they will only act when there is a breaking of 'law' and then they strictly follow the law in terms of warnings and contact with the owner (not ethics) which can seem really harsh - that's one of the many reasons they aren't very popular.

I would definitely inform the dog warden too and perhaps any neighbourhood groups you might be involves in (dog walking groups etc)…. so that more people can watch out for this dog smile good luck!
