Dogs attacking cats

There’s been a spate of dog attacks where I live. 3 dogs roaming from their alleged home over 2 miles away from where we live & where the attacks have happened. Local dog warden contacted numerous times.
This also happened last year - apparently the same 3 dogs. Facebook has unsurprisingly already found the defendant guilty as charged & has named the owner - she’s in the group & hasn’t responded. Reason she’s been named as the owner is due to the attacks last year being traced back to her & it appears to be the same 3 dogs, same breeds, markings, size & colours.
Over 10 cats have been attacked & 4/5 have died either during or as a result of the attacks. What can we do, as a community legally speaking to stop these dogs? It’s been reported to the dog warden countless times, the police have also been informed via 101. The breeds are a Saluki, a Patterdale & a Jack Russel.
We’ve had to keep our two in which are driving them & is insane! They love being outside in the sun chasing each other & are currently tearing round the living room.
