I'm by no means an expert but it's definitely not a Parakeet. It's much smaller and 'rounder'. We have quite a healthy Green Finch population where i live & i rarely see parakeets (thankfully).Any bird can end up in a wrong place. I doubt it will be easy to get a photo of a scared bird in a dark loft and tbh does it really matter? The OP has a bird roughly fitting the description of a green finch that he needs help with to release.

Well starlings do have speckles and a green sheen to their plumage. If you'd not seen them up close before they could look exotic I guess!! kentlad said:

I could, but don't really like the thought of having a hole in the roof, especially as winter looms. I'm off on Thursday so will hopefully patch the hole & see him out safely.
