I would hope to have the guts to challenge them but in truth it would depend on the circumstances in terms of my safety. I'd have to make a judgement call.
Of course that's with sensible head on. In the heat of the moment, I'd probably just wade in regardless!

It really depends on the dog and the circumstances.
Ours is very well behaved and is well known where we live, very friendly to other dogs but mainly just wants his ball and to run. His recall is good but you have to be firm which is fine by me.
One day on a walk on a loose lead he went to dart across a road as he had seen a crisp packet or something, he had never done that before and I essentially kicked him in the face just before he managed to get in the road. I had too much lead out, this was after about 2 years of regular walks in that area. I don't feel good about it but it stopped him head butting a car possibly.
A sharp shock to prevent something you don't want them to do is fine, if you think that it will prevent harm. To correct him sniffing another dog or something minor then it's definitely not right. Also the type of dog makes a big difference, a tap to the hip of my MILs dog is enough to re-direct her attention but I could hit my Rottweiler with a chest of drawers and he will just grunt with annoyance.
Repeated hitting though is wrong in every way, a shock to correct is sometimes needed but never more than that. So if you can see it's obviously a nasty act then Imwould say something or just make them aware you are watching.
