Working with animals - Cardiff help

Mods can you leave this here as more of the animal folk frequent this bit of the forum.
As per title is there anyone here that works as or in a Vets in or near Cardiff.
My daughter has been trying to get a Veterinary Care Assistant job for the last few years since leaving college with a Merit grade Level 3 Extended Diploma in Animal Management. She had a natural affinity with animals. She has applied for just about every job that's come up in our area and did actually get a role out of 30 odd applicants but the senior partner overruled and employed a qualified nurse rather than an assistant. Daughter might well decide to qualify as a Vet nurse in future but is not yet committed to that. She has great customer service skills, personable, team player etc. She already volunteers at a dog training class.
It seems to be very hard to break into the animal care profession without experience (very Catch 22) is there anyone here who could either offer her a role or at least some regular work experience in a volunteer position that could lead to a permanent job?
