Puppy not wanting to walk on a lead?

I was wondering if someone could offer some help? Our 14 week old English Bull Terrier puppy Arthor is generally great - fine with other dogs, good recall, good at sitting etc. But, he is terrible at walking on the lead (initially). Once he gets into his stride he's generally OK, but getting into his stide usually only happens when a dog overtakes us or him tagging on to a passer-by!
I've had conflicting information on what to do from two supposed trainers - drag him, or just wait with him, but neither works (although the first bit of advice I really didn't persevere with!). I've also tried treats which doesn't work, and taking a toy which didn't work either!
The only time it's not an issue is when he's walking and my son is in his pushchair alongside.
Any help would be good!

Start him off doing loops in a boring bit of ground normal pace. Round and around.
At some points you do speed up where he runs. This is cued with a command and treat and then you increase the pace. You need to get this specific command inbred so when you go on your walk in " a far more interesting" environment the command has some effect.

The breed can be (though definitely not always) very stubborn when it comes to exercise and lead walking!!
I guess trying to find something that he finds fun and taking that out on walks would be a start..
