Just photographed a Cormorant with an IPF ring on its foot?

Was taking photos of Cormorants near me and one in particular i noticed when i zoomed right up to it,had a ring on it's ankle,it was a medium blue ring with IPF on it in white?
Anyone know what it stands for?This was in Leven in Scotland incidentally,thanks.

I had a quick Google and there's tons of cormorant ringing projects, the letters are likely just being used as an identity code rather than denoting a university whose project it is or whatever.
