Neighbours puppy

Now I just want to start off by saying I love dogs and especially when they are pups, and I do completely understand the issues new owners can face when they get one. But this pup is slowly driving me insane.

So my neighbours have recently got a lovely looking GSD pup which is cute as hell and during the day makes absolutely no noise though this has been whilst one of the neighbours has been at home so far. However at night it turns into an unwelcome ball of continual howling, crying and yelping. It will work itself into such a tizzy that these crying episodes can last easily 30min-1hr about 4 times a night and the neighbours are doing absolutely nothing which I am guessing is to hopefully break the habit. Now having had pups in the past I do understand this method and have done it myself in the past but not to the point where the dog is going ballistic for close to an hour.

THe end result of this is that, as a light sleeper even ear plugs cannot drain out this pups crying, and my missus who has early morning starts is now looking for blood. Like I said this pup will cry at 12am, 2am, 4am and 5:30am almost like clockwork and had been getting continually worse over the past couple of weeks.

Does anyone have any advice they can give for this and has to approach the situation diplomatically?I want to keep good neighbour relations going, and whilst the bloke is a nice guy, his missus has been a bit frosty and I'm not interested in reporting them or anything as I know trying to deal with a new pup can be difficult, but I really don't think ignoring the poor thing is working at this point.
