We have a menage on our property, which borders a farmer's field.

There is a strip of soil between the boundary fence and the menage which we'd like to plant with a spreading bush such as cotoneaster or similar to keep the weeds down.

The question is would this be dangerous to either horses or to cattle which might try to eat some from the field.

The menage came with the house.

Menage? I think you've got your words mixed up. Do you mean manege?

If manege, I'd be looking at dogwood or wild roses or something similar.

Shouldn't the post be titled:-
"Would cotoneaster be dangerous to horses or cattle?"

Yes, cotoneaster is poisonous to horses though I doubt whether they'd deliberately eat it . As per my post above, you'd be better with wild roses (rosa rugosa in particular) or dogwood (cornus)
