Cats, dogs, kids, early starts... advice?

We've recently moved into a new house that had been empty for a few years, so every cat in South Yorkshire has used it as a local leisure centre in that time.
Our dog has not yet established it's territory in the garden, and by the look of some of these cats, it is unlikely it will.
The problem over the last week or so is that the cats start howling at 3-4am, this starts the dog barking and scratching at the doors, which wakes the kids who wont go back to sleep, and also wakes us. I'm going slightly crazy after a week of this now, and looking for proven ways to reduce the cat activity in the garden.
I've hacked back lots of bushes and trees, so there is less cover for them, pepper dust is liberally applied to the borders, and I'm off out to invest in a super-soaker to keep locked and loaded by the bedroom window. I understand that waste tiger-bedding is no longer sold by zoos or safari parks for "elf n safety" reasons, but this would have been my preferred "organic" method.
What else can I do besides borrowing an underfed scrapyard rottweiler for a week?
