There exists stuff called Simple Solution which is apparently pretty much THE answer to cat-piss smell. Making sure cat is castrated will also help very much with smells.
Simple Solution is the best thing we've found and good enough that you won't smell it in the air, but not good enough that you can't smell it if you get down on hands and knees and sniff (or maybe I'm just paranoid and smelling stuff that isn't there).
