Pigeon deterrent

We have a large yew tree towering over a sky light and our patio, and the Pigeon crap and them fighting is getting annoying.

I'd rather not have to put spikes on it, as it means either paying someone to climb it or doing it myself. I was after something like a audio deterrent, high pitch noise I can't hear but they can. The problem with this is, I have a cat, so do the neighbours, so it would need to be Pigeon unfriendly, car friendly.

Looking into it, I'd need to move the owl every so often. That may be a problem, as there are no branches below 5 ft and its very tricky to climb.

make a system of ropes and pulleys to give it a flying effect.

So I need to get above the plastic owl to hook up the ropes, then sit moving them 12 hours a day.

It maybe an idea, I can then move it randomly.
