Purchasing Land From Council

Probably a complete no no.
Property is detached.Next door are a terrace of 3/4 new build houses - built within the last 10 years.
Our front door is on the side, and we have a driveway outside that leads to our garage. Only thing is it is barely enough to get the car up.
There is a rather large self seeded tree in the middle of the boundary fence, that has been left to get out of hand.This has meant the fence is pushed in to us more.
Neighbouring property has approximately 15ft or so from the fence to the side of the wall of the house. Length is about 25 ft. It houses an awful lot of weeds and a 2ft concrete slab pathway to their garden.
What would be th the chances of "purchasing" maybe a 2 ft strip of this land fro the council? And how would one go about approaching this matter?
Maybe some sort of leverage would be saying if we did have the extra land, then the tree would then be our responsibility...Or perhaps pointing out the tree is causing damage to fence and paving and needs removing...
Anyone have any experience in these matters?
Or best left well alone....

So I take it the neighbouring property where the tree sits is a council house so to speak and you'd be nicking a bit of their garden? If that's the case and the land is owned by the council your first call should be to the council housing dept. Take some photo's and an accurate scale drawing and go see the housing officer. They'll almost certainly be the wrong person to talk to but they should point you in the right direction.
Set out what you want and why and as long as you're prepared to pay for it, they're duty bound to investigate any potential source of income. So for example if you're after say a slice of the council's land 1.2 meters deep by the lenght of the boundary fence, then have a calculation there showing how much you want and with an idea of how much you'd be prepared to pay.
Ten years or so back my brother had a similiar idea, though his boundary fence goes up a steep bank and the council started off asking about £20K for a strip 2 metre x 20m but due to the hill it would have been too expensive to develop. He forgot about it and a year or so later they offered it to him for £5K but it'd be really hard to make the land useable so he dropped it.

I bought a strip 1m x 20m for £20 plus the council's legal costs ( £170 all in) some years ago but it was a verge they were having to cut and they approached me.
Make it costly for them (politely insist the come and take the tree out) and then ask.

Indeed, if they wanted to stick their heels in. But seen as though the garden is a large plot and they don't do much to it... The part I would be looking to acquire is covered in bramble.
Wonder how much clout the tennants have being it is afterall rented....
