Am having some low voltage 50 watt downlighters fitted in the lounge and have been quoted £30 per fitting for labour. Does that sound about right? Am located in Surrey.

It's there or therabouts, I presume it's a conversion from a pendant to DL's?. Per-fitting prices are a bit odd, personally speaking, as a retrofit it's not twice as much work for 12 than 6. But others work/price in different ways.
