Privacy wall height

We life in a private cul de sac and there is a wall that shields some of the neighbours from road noise (allegedly). Our neighbour, who is a firm favourite amongst other neighbours, has increased the height from around 6ft to around 9ft. Is there anything that can be done legally (does this need planning permission)?

ISTR planning permission is required for anything over 1M in front of the building line and over 2M behind it...

When I say firm favourite, what I meant to say was a harridan of the highest order. If she had spent more time studying sound attenuation she would've realised that increasing the height of the wall would make very little difference, it has just created an eyesore.
