early morning noise.

is there an environmental health law that states how early in the morning people can carry out very noisy building work?

the reason i ask is someone was using a sledge hammer to knock something down at 7am.
this is on the ground floor of a small private residential apartment block.

The Control of Pollution Act, 1974 gives the Council's environmental health department special powers to control noise on construction and demolition sites. Working hours can be restricted and conditions enforced on the machinery being used.
Legal responsibilities
Professional building firms must comply with the relevant codes of practice.

Restricted hours
General construction work should be restricted to the following hours:

Monday to Friday – 8am to 6pm
Saturdays – 8am to 1pm
Noisy work prohibited on Sundays/Bank Holidays

Noisy activities include:

* using hand tools - hammers and saws

* using power tools - hand-held tools including drills, saws and sanders

* using plant equipment - such as Kango hammers, pneumatic hammers, cement mixers, large power saws, planers, compressors and generators

* piledriving

* erecting and dismantling of scaffolding

* partition walls - can produce high levels of noise for neighbours.

I'd be more concerned that someone on the ground floor of the block has decided to knock a wall down!

the blokes where removing some marble cladding from round the front reception area.
im on the 1st floor so it was quite loud.
i'v given them a right going at and have also shouted at thier boss and my landlord.
if it happens again then i might go medievil on them with boiling oil and flaming arrows! smile

just hope they dont borrow T89's trebuche!

I never understand why people think this ok to do this. I wouldn't even cut my grass if I saw my neighbour was out BBQing, etc. Surely its just common curtiosity to do loud stuff at reasonable hours. Suppose there are very few reasonable people actually about in reality though.

it could be karma getting revenge for those raves i used to put on!
i might set up a 22k watt rig outside my landlords house early one morning if he does it again!
a nice 31.5htz sine wave should get him out of bed rather quickly!
