how do i make a rococo mirror?!

may sound a silly question! i love these style mirrors like this one:

but times are hard but i'm willing to try anything. Is there any way of making them or are they all done using a cast? i can make a wooden surround easily enough but how do you make the bits that stick out - can you get some sort of putty or something? any ideas?

It is usually a form of plaster or gesso ( sp? ), and then painted or gilded.
