Letting - continuation management fees

Yes another question on letting.
We let a house from August last year so the agreement is coming up for renewal. We currently pay the letting agent 12.5% + vat for the management fees and were originally told that this would reduce to 7.5% if the same tenant continued to rent for the second year. However, we have now been told that the management fee will continue at 12.5% for the second year. Is this common or is there normally a reduction?
