assuming it has a syphon (handle?), not a flush valve (push button?), then it's likely to be the diaphragm washer in the syphon. Unless you have a three piece syphon this means you must remove the syphon (which may involve removal of the cistern from the pan...) to change 10 pence worth of plastic membrane.

I picked up the cheapest one on the shelf took it home and installed only to find that 1) It was not 'hush flush' at all and 2) All the seals were missing from it so it spurted water everywhere.
Took it back and exchanged it only to find that 1) It was not 'hush flush' at all and 2) the float would not move so when the water emptied it would not fill and when it filled it would not stop.
I hate DIY....
