Make.... don't buy a really cheap make. Buy a simpler model from a better manufacturer.
John Lewis do their own range these days..... Electrolux "bits" underneath.
AEG are owned by Electrolux as well.
Bosch, Siemens and Hotpoint are I believe all one firm.
Fan ovens are emant to give a more even heat than ordinary ovens, although if its within budget, an oven that will do with or without fan is good.
Separate grill (and top oven) if you can.
Size should be standard at 600mm (unless you have a 500mm.)

Slightly off topic but...

We bought one and it's great. It also doubles up as disco in your kitchen and the neighbours think you have had an alien mothership landing..
Oh it cooks really well too and it self cleans.

Gas hob and electric oven is supposed to be the ideal combo. I've never bought a cooker so that's all the advice I can offer
Assuming he has both connections available.......No good buying dual fuel if there's no gas supply.
How do you choose an oven?

After that its just a case of choosing colour and trim.
Much like buying a car, which is handy, as they're about the same price.

Hasn't Gordon Ramsey got one of these at home? Weighs about two tons, the floor had to be reinforced to support it, it had to be craned in, and he's so precious about it his mrs isnt allowed to use it?You speak to the nice man from Le Cornue.

Now seriously, how does one choose a cooker? There's a mind boggling array of them with much the same functionality. I have a size and a budget. What should be the factors I should consider when picking one?
I would think you should take in to concideration the size of the oven and the cost of it then....Best thing is too choose a quality level:
Low - Hotpoint, Zanussi, Belling
Middle - Siemens/Bosch/Neff, AEG/John Lewis
High - Miele, De Dietrich
Then choose a cleaning system:
Nothing (or easy wipe liners), Catalytic liners, or Pyro clean.
Then functions:
Basic oven and grill, double oven, multi-function double oven. rotisserrie (sp) and so on.
Best thing to do would be go to a couple of shops like John Lewis, Currys etc, pick up brochures, note the prices of the ones you like the look of, then take the brouchure home and read through it. Every manafacturers brochure has a few pages at the beginning of each section explaining what everything means and you can clearly see what the step up in price from one cooker to another gets you in terms of features.
ETA: you havnt said wether its a built in oven, or a slot in cooker. If its the latter, the choice these days is suprisingly limited, not all of what i've written above will apply, it applies mainly to built in ovens.
