Is this damp or a leak ?
Discussion
It's an internal wall therefore more likely to be a leak than "damp" from a cold spot.
As an investigation starting point it might be worth chopping out that section of affected plaster
If the brickwork is damp it suggests a leak permeating through from the shower room.
If the brickwork is less damp is suggests the damp might be the result of a cold spot in the cupboard room.
It does look like it's going to be a leak in the shower room.
That's how I would approach it.
+ As an afterthought, the wallpaper choice suggests a longstanding damp problem that has been covered over.
