legal compensation from leaks?

I have an apartment that's had leaks from the windows, these started on day 1 after the apartments were completed (a few others have leaks in them but none as severe as mine).
fast forward 10 years and they are still not fixed, the company who installed the windows hired a subcontractor specalist who was unable to determine exactly what the cause was but prior to them concluding, the company responsible for the windows went bust (after 100 years in business!)
I am at a point where I wish to sell but unable to do so because of the leaks, the original developer is still in business and presumably ultimately liable
I am not sure where to go from here, any advice would be appreciated
