We lose a few each year to as die back and generally do them about now, when the fields are drying out but before they are in full leaf (or as much leaf as they produce).
Basically, if you (or your tree surgeon) think it’s dangerous, it needs to come down regardless, or if it comes down on somebody or something you could be seen as negligent.
