Most roller shutter doors like that are made of aluminium slats that were powder coated at the factory. As noted already, you'll need to get a good key in the existing powder coat before applying primer. Zinsser BIN 123 would be a good start as the primer (assuming the powder coat is unbroken), or you could try their all in one coat top coat (as noted above) and skip the separate primer stage.
