Hanging pictures into Artex?

FFS! I hate this Artex stuff!
We moved into our new place earlier this year. Still trying to get everything organised and SWMBO wanted a picture hanging just there. That's the bit of arch between the dining room & living room that had artex on it. We had that skimmed over and all was good.
Until I tried to put a picture pin in! It bent. So did the next one. And the next...
Goes into the plaster but once it hits the artex layer, it won't have it. (and has chipped the plaster off
)
Command strips won't work for what I had planned to hang there (a plaque with a cord on the back) so what's my best bet? Admit defeat and put something else there with command strips or drill & plug for a screw head?

drill a hole and use a rawlplug or drill a hole and put a wooden dowel into wall and then a little pin/nail/screw into the dowel?
what's the wall made of (not what's it covered in - artex)
(never heard of artex on a wall)
depending on age of artex, take precautions when drilling through because the dust could contain asbestos.

The asbestos risk from artex is very low, but it's still sensible just to leave it well alone imo.

I've been doing lots of that Simpo - My poor drill is thinking of claiming asylum in Paraguay! 
I've just never had to drill a wall to put up a fecking picture hook before! That Artex stuff is a PITA. I was just wondering if anyone else had had the same experience with it - it is of course most unusual to find it on the wall itself although here, she had it on that arch, on the ceilings and the top thirds of the walls...
They should make false teeth out of the stuff. That way I'd never lose a crown on a sourdough ever again, would be able to chomp nails and as a bonus, I'd probably be fireproof.
Oh well, the recommendation for the command hook picture pin looks like it'll do the job without having to resort to drilling into the artex. Probably ok but best avoided. It's always the 'quick 5-minute jobs' that catch you out...
As Mandat said, it’s unlikely to be the artex bending the nails, unless they are crappy chinesium ones picked up from one of the sheds. Do you have any cable clips lying around? If yes, take out the nails and try them, they’re(usually) hardened to be able to go into mortar. If no good, drill time!

I'd find a drill slightly smaller than the nail, make a hole and then tap the nail in.My mother in law moved into a new to her house a few years ag when she was downsizing.
Every wall is solid brick.
No nail would go in.
She had alot of framed pictures to go up.
We took our decent hammer drill round and made light work of the walls. Put a rawlpluug and screw in for each picture.
All done in less than an hour.
