There is that, mine was built with the intention of any service access being through the top, though that was a one piece front panel. And even then if desperate the pan could be removed then the panel would slide forward off its support brackets. Looks the same as ours. Two plastic fittings, male on the panel, female on the inner sides. Either clips in or holds by friction. Lever at either end with a plastic trim tool and it will pop out.You could try pushing the flush button in, hook your fingers inside and pull gently to get it started.
