Anyone know what this missing shower part is called? Can it be bought as an individual part? It seems to be just some metal ring thing. tia

Sleeve or collar would be my guess.

Buying it separately will probably depend on who the manufacturer is.
I'm guessing if it was a more established brand you could email them and see if they can send you it or buy it from them.
If you do find the manufacturer of the taps, send them a pic of it.

You’d need to find the brand of it first, I suspect if it is available it will include the plate and the knobs.
