Asking for a elderly relative, who's not keen on having a smart meter. The supplier is alternating every few months or so with postal letters saying, "your meter has reached the end of its life and must be replaced" and another letter, "we can install a smart meter, xyz benefits and give you some freebie" but with no mention in the second letter that the meter is EoL.

Their meter is a Sangamo Weston S 200 7. Which from the government site shows a certificated life of 30 years, from this site:

It's serial starts S59E, which presumably means it was original certified for 30 years starting from 1959 ending in 1989, there is a yellow sticker on the meter which says "Certified 03 92", so does that mean it was recertified for another 30 years, until 2022? Apparently the energy company's meter reader has read it twice this year (although they send monthly readings anyway) and he never mentioned anything about a change.

I've suggested they should agree to it being changed, but can they refuse the smart capacity still if they have a new meter installed?

It’s just a standard letter, once you refuse a few times they will say your meter is end of life. Quite often it isn’t.
If it must be replaced, you can legally request the new meter is set to ‘dumb’ mode.
