I have to send a very small amount of money (13 Euros) to a german bank account and get a paying in receipt for it.

Is there any way to do this without being shafted by my local high street branch who charge £20-£25 for the priviledge?

From experience, €15 cash in an envelope to the account owner is almost certainly the cheapest way of doing it.

Trouble is the recipient won't accept cash as it's a government body. They'll only accept payment in person, german check, or bank transfer (with copy of paying in slip). As I'm in the UK, bank transfer is my only option.

Can you make a paypal / WU / Moneygram payment for that type of amount?

Got it sorted in the end for a fair price.

For future reference, Barclays will do a SEPA credit transfer through their online international banking system for £2.
