Mortgage for a non-dom, is it possible?

Hi,
My father wants to borrow ca. 20% of the cost of a house which he would like to buy in England. He has about 80% deposit and has just gone through the process of trying to set up a mortgage for ca. £100,000. Finally the company came back and told him that the underwriters will not cover non-doms.
He lives and works in the USA, but was born here and has a UK passport. He already owns a UK property which he is selling to fund the next purchase.
Can anyone help recommend a lender that will do business. It is not like it will be a risk for them, I can't understand why they would refuse.
