Will be tech heavy as many of the largest US companies are tech stocks.
Past performance is no guarantee of future returns, etc etc, but if you want exposure to US large cap stocks then it's a reasonably priced way to do it.
Bigger question (to me) is with valuations at record highs is now a good time to buy in or would you rather wait for a possible correction? That kinda depends if you are putting a lot in at once, or if you're going to put in X amount per month, irrespective of the market (ie a regular investment). Also depends if you need the money in 12m, 3 years or 30 years.

Vanguard has multiple Russell 1000 ETF's. A quick search revealed VONE/VONG/VONV. There are plenty of other companies offering Russell 1000 ETF of other flavours too, like equal weight/value for example.
All the funds have key features documents and detailed online assets allowing you to see what they invest in, both the general aims and specific companies.
Rather than thinking it's "tech heavy" do some reading. Some of them are, others far less so.

Russell 1000 US Value (VRVG) could more attractive than Russell 1000 US Growth (VRGG), especially if you want to diversify away from tech. Still all-US exposure, though.
Vanguard hasn't published the portfolios' sector breakdowns yet, but the top ten holdings give some indications. Just three companies (Nvidia, Apple, Alphabet) account for 28.5% of the Growth ETF's portfolio, for example.

Only checked the 1st of the two you listed, but it is available and presume the other is also. Just in case you are interested: https://www.vanguard.co.uk/professional/product/et...
