amex cards and visa 'partner' cards

I've tried to find this out independently but it's a PITA so asking here...

I've previously had an Amex card through a 3rd party (virgin atlantic / virgin money) and they provided a Visa card that I could use on the same account, if I encountered a merchant that refused to take Amex.

Do Amex themselves provide this, if I were to get a card from them directly?

no they dont, because why would they
